Project overview
The Tuberculosis Implementation Framework Agreement (TIFA) Project is an eight-year (2019-2027) cooperative agreement managed by the U.S. Department of State (DOS) and led by JSI Research and Training Institute. The project issues sub-awards that align with the US Government’s America First Global Health Strategy and with Ministry of Health (MOH) priorities. TIFA sub-awards are provided to local entities, supporting local knowledge and capabilities and ensuring that countries can continue work beyond TIFA’s investment - thereby reducing dependency - and increasing countries’ capabilities to plan, finance, monitor, and sustain their own high-quality health programs. In Uganda, TIFA will provide performance-based Health Commitment Grants (HCGs) to 17 Regional Referral Hospitals (RRHs) to incentivize performance across an agreed set of milestones/indicators. The performance milestones include service areas of HIV, TB, Maternal & Child Health, Malaria, and Global Health Security. The first round of grants will cover the period from October 2025 to March 2026; JSI anticipates additional rounds of grants in 2026.
Job Summary
The current requirement of the program includes coordination of the program operations between TIFA’s home office in the U.S. and the field operations in Uganda. TIFA grants are managed through the U.S. office, which also provides programmatic and financial and administrative support to country teams. To ensure smooth coordination with grantees and in-country partners, JSI will hire a Program Support and Operations Manager to be based in Kampala, Uganda.
This is a full-time position employed by JSI. Reporting to the Country Program Manager, the Program Support and Operations Manager will be responsible for coordinating operations, procurement and logistics activities, and engagement with RRHs for timely due diligence, implementation and compliance documentation.
RESPONSIBILITIES
- Cultivate and maintain strong, synergistic working relationships with TIFA staff, project grantees, and U.S. and Uganda government stakeholders to ensure coordinated program delivery and efficient information flow.

Collaborate closely with TIFA team members to support the finalization of sub-award technical and administrative packages prior to submission for approval.

Support grantees to meet reporting and technical compliance deadlines during sub-award implementation.

Utilize project tracking systems to monitor activities and proactively flag potential risks or delays to the TIFA Uganda team.

Participate as needed in discussions with DOS, MOH and other in-country partners to plan for future grants.

Finance and Administration (F&A)
- Support accounting activities of TIFA U.S. F&A team as needed

Ensure that all project activities and procurements are as per DOS guidelines.

Track and monitor the project assets and material distribution.

Processing all the accounts payable on a timely basis.

Processing and disbursement of accounts receivable

Entry of project transactions into QuickBook
-
Coordinate recruitment and performance management processes; oversee the employment contract and personnel records; manage employee benefits (e.g., social security, retirement, leave processing); and ensure consistent implementation of the Local Hire Employee Manual, compensation, and administrative policies.

Processing monthly staff payroll and taxes

Monitoring and analyzing employee advance accounts

Perform end-of-month reconciliations (advance accounts, QuickBooks, bank accounts)

Process all Tax exemptions (e.g. VAT & NHIL) with relevant authorities;

Prepare monthly VAT report for submission to JSI/HQ and ultimately DOS

Keep all project expenses related to programs and logistics ready at all times.

Ensure timely submission, approval and payments of invoices and booking of expenses.

Manage the development and advertisement of RFP(s) and the review and selection processes to hire external consulting groups for data validation.

Closely coordinate with the TIFA home office team to track quarterly work plans, budgets, reviews of monthly field expenses, and spending projections for assigned thematic areas (e.g., HIV, TB, MNCH, GHS).

Provide direct support on financial, operational, and compliance functions, including routine financial processes such as budget and LOE tracking, financial reports and invoices, and tracking of project budgets while proactively addressing issues with the project team.

Support preparation of vendor contracts, subcontracts and consulting agreements. Ensure timely submission, review and approval of purchase orders, expenses reports, and payments to vendors, consultants, and subcontractors.

Prepare monthly cashflow projections
- Other finance and administration responsibilities as needed
Grants
- Support the U.S.-based Grants team to conduct and review RRH pre-award assessments (PAAs).

Engage with RRHs to ensure quarterly milestone submissions are complete and on-time.

Coordinate with Grants Officer on FFATA, annual audit certification and other compliance documentation.

Monitor and update status of fixed amount subaward portfolio through Grants Management Database.

Assist with grant closeout procedures.

QUALIFICATIONS
- Bachelor’s degree in business, financial management, operations, or a related field required; Master’s degree preferred.

5-10 years of progressive experience in roles related to finance, budgeting, operations, and program and grants management in international development projects.

Prior experience of working with donor rules and regulations, specifically USG agencies, and familiarity with their rules, reporting, templates, etc. required.

Excellent organizational and time management skills, with a proven ability to manage multiple complex tasks, meet strict deadlines, and maintain meticulous documentation.

Exceptional interpersonal and communication skills for effectively building rapport and working synergistically with diverse, high-level government and other stakeholders.

Proficiency in data management and analytical software (MS Office, etc.).
- Experience managing subawards is preferred.
