PROJECT OVERVIEW:
The purpose of the NextGen Ugavi Bora, Afya Bora Project is to strengthen Tanzania’s public health supply chain and pharmaceutical services to ensure sustainable access to and appropriate use of safe, effective, quality-assured, affordable health commodities. The Ugavi Bora, Afya Bora Project must work to develop the capacity of local systems, institutions, and individuals to sustainably manage supply chains, for both client-procured health commodities and those procured through national/local systems, and to strengthen local pharmaceutical management systems, including quality pharmaceutical services and national regulatory systems.
POSITION SUMMARY:
The Technical Advisor – Workforce (Zanzibar) will provide hands-on technical leadership, coordination, and capacity strengthening to improve supply chain management, pharmaceutical services, data use, and workforce performance across Zanzibar.
The Advisor will work closely with the Chief Pharmacist Office (CPO), the Central Medical Store (CMS), and other key stakeholders to implement project-supported interventions, strengthen institutional systems, and ensure a smooth transition of project initiatives to the Revolutionary Government of Zanzibar (RGOZ).
This position emphasizes on-the-job mentorship, systems support, problem-solving, and the institutionalization of sustainable workforce and system performance improvement mechanisms.
RESPONSIBILITIES
- Provide technical assistance on supply chain management across CMS, CPO, and health facilities to ensure continuous availability of lifesaving health commodities.

Support implementation and performance monitoring of the Zanzibar Integrated Logistics System (ZILS) and identify and resolve system bottlenecks.

Strengthen use of eLMIS, DHIS2, and related systems for accurate, timely, and complete data reporting.

Support CPO and CMS to operationalize and institutionalize bottom-up quantification (BUQ) and integrate results into procurement and supply planning.
- Promote coordination and collaboration between vertical programs and partners to address supply chain challenges using data-driven approaches.
2. Pharmaceutical Management & Services
- Strengthen pharmaceutical management systems and services through mentorship, training, and supervision at all levels.

Support MTCs and health facility staff on rational medicine use, antimicrobial resistance (AMR) management, and pharmacovigilance.

Facilitate coordination between ZFDA, Pharmacy Council, CMS, and MOH Zanzibar to reinforce pharmaceutical governance and best practices.
- Support integration and institutionalization of pharmacovigilance and rational medicine use systems across the supply chain and service delivery points.
3. Workforce Capacity Strengthening & Institutional Development
- Provide technical leadership and coordination for all workforce-related interventions in Zanzibar.

Build capacity of supply chain and pharmaceutical officers through mentorship, coaching, and peer-learning platforms.

Support rollout and use of Learning Management Systems (LMS) and other digital learning platforms.

Facilitate the institutionalization of IMPACT Teams and integrate their performance improvement approach within RGOZ structures.
- Support transition of project-supported interventions (e.g., eLMIS, MTC integration, IMPACT Approach) into government ownership and monitor progress.
4. Data Use, Analytics & Performance Improvement
- Strengthen the capacity of CMS, CPO, and health facilities to collect, analyze, and use data for decision-making and performance improvement.

Promote use of dashboards, scorecards, and performance review mechanisms to track key indicators and drive continuous improvement.

Conduct joint data reviews, identify root causes of performance gaps, and support implementation of corrective actions.
- Facilitate learning and reflection sessions to institutionalize data-driven management culture.
5. Coordination, Learning & Documentation
- Serve as the key focal point for coordination of UBAB workforce and supply chain interventions in Zanzibar.

Collaborate with the Systems Strengthening Team, and other UBAB components to ensure synergy and technical consistency.

Document and disseminate best practices, lessons learned, and success stories from Zanzibar implementation.

Represent the project in technical forums, stakeholder meetings, and coordination platforms as assigned.
- Prepare and submit high-quality monthly, quarterly, and annual technical reports.
QUALIFICATIONS
- Advanced degree in Pharmacy, Public Health, Supply Chain Management, or a related field.

Minimum of 7 years of progressive experience in public health supply chain, pharmaceutical management, or health systems strengthening, preferably in Zanzibar or Tanzania.

Demonstrated experience working with the Government of Zanzibar, MOH Mainland, implementing partners, and other health sector stakeholders.

Strong technical knowledge of eLMIS, DHIS2, and other digital health information systems.

Proven ability to coordinate multi-stakeholder initiatives and lead technical teams.

Experience in capacity building, adult learning, and mentorship approaches.

Strong analytical, problem-solving, and facilitation skills, with demonstrated ability to use data for decision-making.

Excellent written and verbal communication skills in English and Kiswahili.

Proficiency in Microsoft Office (Word, Excel, PowerPoint) and virtual collaboration tools.
- Ability to travel frequently within Zanzibar and occasionally to mainland Tanzania.
