PROJECT OVERVIEW:
The purpose of the NextGen Ugavi Bora, Afya Bora Project is to strengthen Tanzania’s public health supply chain and pharmaceutical services to ensure sustainable access to and appropriate use of safe, effective, quality-assured, affordable health commodities. The Ugavi Bora, Afya Bora Project must work to develop the capacity of local systems, institutions, and individuals to sustainably manage supply chains, for both client-procured health commodities and those procured through national/local systems, and to strengthen local pharmaceutical management systems, including quality pharmaceutical services and national regulatory systems.

POSITION SUMMARY:
The Capacity Strengthening Advisor will sit at the regional office providing hands-on technical leadership, mentorship, and systems support to strengthen supply chain management, pharmaceutical services, data use, and workforce capacity at sub-national levels. Stationed at regions, the Advisor will serve as a technical bridge between MSD, RHMTs, CHMTs, MTCs, logistic Management system team, health facilities, and IMPACT Teams, ensuring alignment with MOH and PORALG priorities.

The advisor will provide on-going technical assistance to the frontline staff and local partners to ensure that supply chain activities are data driven and evidence-based, life serving commodities are appropriately managed and accounted for with the use of MOH approved supply chain tools and systems.

The role emphasizes on-the-job training, mentorship, and practical problem-solving, virtual and elearning training supporting health workers and managers to improve commodity availability, rational medicine use, pharmacovigilance, data quality, and institutional capacity.

RESPONSIBILITIES

1. Life saving commodities supply chain management support
  • Provide technical assistance on commodity management at regional, council, and health facility levels.
  • Support bottom-up quantification (BUQ) and ensure integration into national supply and procurement plans.
  • Support Monitor stock status, alert on stock-outs, expiries, and overstocks through collaborative problem-solving.
  • Strengthen use of eLMIS, DHIS2, and related tools for accurate, complete, and timely reporting.
  • Support R/CHMTs platforms to review and address life saving commodities supply chain challenges using data evidence.
  • Provide on-job mentorship and demonstrations on stock management, ordering, reporting, and redistribution.


2. Pharmaceutical Management & Services
  • Support and guide MTCs, and health facility staff on rational use of medicines, antimicrobial resistance, and patient safety.
  • Strengthen pharmacovigilance and support follow-up on adverse drug reaction reporting.
  • Support to strengthen links and collaboration with MSD, CMS, TMDA, ZFDA, and the Pharmacy Council to institutionalize pharmaceutical best practices.
  • Support Mentorship to Health facility pharmacists and clinicians through practical demonstrations and supportive supervision.


3. Data Use, Analytics & Performance Improvement
  • Support RHMTs, CHMTs, HMTs, MTCs, IMPACT Teams, logistic Management services team and health facilities to collect, validate, analyze, and use data for decision-making.
  • Promote the use of dashboards, scorecards, and performance reports for continuous improvement.
  • Ensure timely and complete data flow into national systems (eLMIS/DHIS2).
  • Support root-cause analysis and corrective actions to strengthen data quality and system performance.
  • Deliver mentorship on data interpretation and problem-solving directly at the workplace.
  • Using data, identify health facilities that need focused mentorship and coaching on different elements of supply chain management.


4. Workforce Development & Institutional Capacity Strengthening
  • Implement capacity-building initiatives in line with MOH/PORALG strategies.
  • Mentor supply chain staff, pharmacists,lab technologists and health workers on SCM, pharmaceutical management, and data use.
  • Establish and facilitate peer-learning and cross-regional mentorship platforms.
  • Provide technical support for the rollout and use of Learning Management Systems (LMS).
  • Facilitate hands-on coaching and knowledge transfer to strengthen institutional systems and workforce skills.


5. Problem-Solving & Facilitation Role
  • Support of Identify systemic and operational bottlenecks during Health facility and council visits.
  • Support participatory problem-solving sessions with RHMTs, CHMTs, MTC, IMPACT teams, Logistic Management services team and health facilities.
  • Support conduct root cause analyses and provide practical recommendations for sustainable solutions.
  • Demonstrate corrective measures at the point of service delivery.

QUALIFICATIONS

  • Degree in Pharmacy, Supply Chain Management, Public Health, or related field (Master’s preferred).
  • At least 5 years’ experience in supporting public life saving commodity supply chain management, pharmaceutical management, or health systems strengthening.
  • Demonstrated expertise in eLMIS, DHIS2, BUQ, and related tools.
  • Background in rational medicine use, antimicrobial resistance, and pharmacovigilance.
  • Experience in capacity building , mentorship, and adult learning approaches.
  • Experience in supporting MOH and PORALG programmes including working with R/CHMT and primary health facilities.
  • Ability to present information, analyses, and recommendations in clear written and oral formats; and the ability to travel to regions and districts within Tanzania.
  • Excellent analytical, technical, and project management skills to review and provide substantive feedback.
  • Ability to respond professionally and adjust in fluid situations to meet deadlines in the face of competing priorities and time pressures.
  • Excellent interpersonal skills, including diplomacy and tact, to work effectively with people at all levels, from senior officials to support staff, in a culturally diverse environment, accepting divergent points of view and helping find consensus to achieve team goals.
  • Excellent computer skills, including in Microsoft Office, web-based databases, and electronic filing, including the ability to help others and to learn new programs quickly.
