The purpose of the NextGen Ugavi Bora, Afya Bora Project is to strengthen Tanzania’s public health supply chain and pharmaceutical services to ensure sustainable access to and appropriate use of safe, effective, quality-assured, affordable health commodities. The Ugavi Bora, Afya Bora Project must work to develop the capacity of local systems, institutions, and individuals to sustainably manage supply chains, for both client-procured health commodities and those procured through national/local systems, and to strengthen local pharmaceutical management systems, including quality pharmaceutical services and national regulatory systems.

The Logistics and Data Management officer will provide technical support in logistic data management, analysis, and use for supply chain and pharmaceutical performance improvement in Zanzibar. They will work closely with the Chief Pharmacist Office, Central Medical Store (CMS), Zanzibar Health Management Teams (ZHMTs), and health facilities to strengthen data-driven decision making, ensure accurate and timely reporting, and support capacity building for logistics staff. The Officer will coordinate with the CPO office sections to improve data visibility and system performance, supporting the Revolutionary Government of Zanzibar (RGOZ) in strengthening Health commodity management and data usages

RESPONSIBILITIES

  • Support the implementation of Health Commodities work plans, ensuring alignment with Ministry of Health RGOZ supply chain strategies and action plans.
  • Improve data use and quality generated by eLMIS, mSupply, and other information systems.
  • Use performance data from information systems to guide supportive supervision at facility level and address systemic logistics challenges.
  • Compile, analyze, and disseminate routine reports (including performance indicators) on MTC, IMPACT Teams, LMU, and CMS activities.
  • Review and process facility R&R forms submitted to CMS; identify errors and provide feedback to facilities, Health Management Teams, MTC, and IMPACT Teams.
  • Participate in monitoring stock status of health commodities at Health Facilities, CMS and report risks of stock-outs or overstocks.
  • Work closely with CMS staff, ZFDA, ZHMTs, and ZMOH stakeholders to institutionalize data-driven decision making for supply chain performance improvement.
  • Identify training needs among Supply chain and logistics staff and support planning and coordination of capacity-building initiatives.
  • Advise on resources required to support routine logistics activities.
  • Participate actively in Zanzibar Logistics Technical Working Group meetings and other relevant forums.
  • Prepare and submit high-quality logistics and technical reports as required.
  • Perform other duties related to Supply chain and pharmaceutical management as assigned by the Technical Advisor – Zanzibar.

QUALIFICATIONS

Applicants for this position should be Tanzanian nationals or lawful residents who meet the following requirements:

  • Bachelor’s degree in information systems, Health Management, Pharmacy, or related field.
  • At least 3 years of professional experience in logistics information systems, data management, or supply chain management.
  • Experience working within Zanzibar’s health sector and familiarity with CMS, ZHMTs, and health facility operations strongly preferred.
  • Demonstrated skills in data management, analysis, and reporting.
  • Proficiency in eLMIS, mSupply, and/or similar health logistics systems.
  • Strong problem-solving and capacity-building skills.
  • Excellent communication and teamwork abilities.
  • Fluency in Kiswahili and English, written and spoken.
  • Ability to travel frequently within Zanzibar and occasionally to Mainland Tanzania.
