PROJECT OVERVIEW
The purpose of the Ugavi Bora, Afya Bora Project is to strengthen Tanzania’s public health supply chain and pharmaceutical services to ensure sustainable access to and appropriate use of safe, effective, quality-assured, affordable health commodities. The Ugavi Bora, Afya Bora Project must work to develop the capacity of local systems, institutions, and individuals to sustainably manage supply chains, for both client-procured health commodities and those procured through national/local systems, and to strengthen local pharmaceutical management systems, including quality pharmaceutical services and national regulatory systems.
JOB SUMMARY
The Chief of Party (COP) is responsible for strategic and managerial oversight, project quality and team leadership. The COP encourages innovation and oversees project coordination, implementation, monitoring, and evaluation. The COP will be the official representative of JSI for this project and as such, they will build and maintain excellent communications and professional relationships between all relevant parties including government counterparts, clients, stakeholders and other partners.
RESPONSIBILITIES
- Serves as the main point of contact and has responsibility for the success of the project;
Provides overall strategic direction, management leadership and oversight, including project quality, toward the achievement of project goals, objectives, and targets;
Represent JSI and build and maintain strong professional relationships with the MOH, clients/donors, stakeholders, and partners, meeting and managing expectations;
Acts as a liaison to communicate and disseminate results and learning required for incorporating continuous improvement;
Ensure compliance with the terms of the contract and client operational policies and regulations, in addition to adhering to internal JSI policies and procedures;
Lead project work planning, performance management practices and initiatives (including team performance management), and lead strategic communications;
Oversee program implementation, providing strategic direction, technical vision and approach;
Ensure systems are in place to mitigate risk of fraud, waste and abuse; and
Oversee the production and timely submission of project reports and deliverables.
QUALIFICATIONS
- Masters or advanced degree in public health, supply chain management, institutional development, business management, finance, or related field or minimum of 15 years of related professional experience, including managing large projects.
Minimum 10 years of experience managing donor funded projects in developing countries.
Minimum 5 years of experience managing supply chain and/or pharmaceutical management projects particularly in low and middle income countries;
Demonstrated success overseeing in building and leading high performing teams, including execution of project activities to meet and exceed client expectations;
Demonstrated experience working on supply chain or institutional capacity strengthening;
Experience partnering with a range of clients and stakeholders, including senior government officials, local partners, and healthcare workers.
Excellent communication and stakeholder management skills; and
Written and spoken English fluency (native or equivalent).
