Description
Note: This position is based at the Bureau of Infectious Diseases and Laboratory Science (BIDLS) State Lab in Jamaica Plain, MA. This is a contract award specific employment arrangement which means employment is provided for the period of the contract only (currently through June 2025). Authorization to work in the US required. Salary commensurate with experience. This is currently a telework position that requires the ability to work independently and autonomously. This position may require some in office work at the State Lab in Jamaica Plain, MA later in 2025.
RESPONSIBILITIES
- Develop and manage the digital program vision/strategy/rollout of the Vaccine Clinic (VCM) Management Platform and ensure internal and external product stakeholders needs and expectations are met

Contribute to the Immunization Division’s executive team decision making by the Immunization Division’s executive team by framing key business issues and conducting high-quality analyses of unmet needs and opportunities for DPH

Manage the strategy, business plan, roadmap, and backlog for the VCM

Seek input and guidance from the Director as appropriate, and build and maintain relationships with DPH and external partners including the vendor and their cross-functional teams of the VCM Platform

Envision and build out structure for the VCM and its matrixed components.

Formulate recommendations and framing of opportunities for decision making through development of presentations of primary and secondary research

Facilitate and participate in framing strategic challenges to leadership through data-driven insights and business context gathered from external and internal conversations to improve the VCM

Work with leaders and teams across the Immunization Division and BIDLS to design, implement, and track key digital strategic projects

Work with project leadership to define project scope and develop approach to contractor oversight and management

Monitor and ensure projects adhere to project timelines by ensuring progress, organizing project data, and coordinating team meetings and vendor oversight meetings
- Deliver presentations to key stakeholders, as requested
QUALIFICATIONS
Education:
- Master’s degree in a business/administration-related field with at least 1 year in a health or medical setting, or a Bachelor’s degree with at least 2 years of relevant experience.
- 1 year of this experience must be in a supervisory capacity
Experience:
- Ability to gather, analyze, and determine the applicability of data, to draw conclusions and make appropriate recommendations.

Ability to supervise, including delegating assignments, monitoring daily workflow of the supervisee, controlling work through periodic reviews and/or evaluations, determining training needs and providing or arranging for such training, motivating subordinates to work effectively, and either recommending or initiating disciplinary action if deemed necessary. This includes knowledge of the principles and practices of human resource management including behavioral techniques, planning, forecasting, organizational development, etc.

Ability to work with a diverse team of supervisees and colleagues.

Ability to manage multiple tasks efficiently, effectively communicate in both oral and written format, and apply critical thinking to navigate and resolve challenges.

Ability to adjust to varying or changing situations to meet emergency or changing program requirements.
- Ability to exercise discretion in handling confidential information.
Preferred Qualifications:
- Degree in business administration, business management, or public administration
- Experience working with Microsoft 365 including Teams, Google, Zoom, and Slack.
