Description
CHISU is a 5-year program designed to enhance host country capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making. The program works with USAID-supported host country health managers, health workers, and other stakeholders to strengthen the enabling environment of health information management and strategic planning in order to: improve harmonization of fragmented information systems, reduce duplication of data collection, and improve monitoring and tracking of a country’s own health trends and priorities.
The Software Developer has demonstrated expertise in computer programming, software engineering, or the like, in order to lead the IT development for the project, working in collaboration with other IT staff to implement programming-related activities. The Software Developer will report to the MIS Advisor.
RESPONSIBILITIES
- Leverage understanding of data and digital health landscape – both open-source software solutions and commercially licensed tools and technologies available in the private market to support health programs.

Lead the collaborative development of tools and improving of data integration within existing tools.

Support MOH and partners and other health programs with the development of digital and data governance, data sharing, and data privacy and security standards that help ensure the integrity of data and the safety of providers and clients alike.

Support the MOH and partners and other health programs with the development of geo-registries to improve data visualization for decision-making.

Connect digital activities within CHISU project to leverage lessons learned, translate global and country-level standards, and support implementation of digital health programs.
- Leverage digital health technology to improve service data quality and use of data for decision-making.
QUALIFICATIONS
- A Master’s degree (or equivalent) in one of the following disciplines is required: Information Systems, Computer Science, IT, Health Informatics, Epidemiology, and Public Health and a degrees in the following subjects is particularly advantageous: Computer Software Engineering and/or Software Programming and Development.

Advanced technical knowledge of health the sector, including existing digital tools, landscape, strategies, and donor priorities.

Experience with broad range of digital health tools – including both open source software solutions (e.g. DHIS2, OpenMRS, etc.) and commercial tools (e.g. Tableau).

Demonstrably strong digital system design and architecture skills including analytical skills, enterprise architecture, IT architecture and systems analysis, and excellent deductive and inductive reasoning: researching, designing, implementing, and managing software programs; testing and evaluating new programs; identifying areas for modification in existing programs and subsequently developing these modifications; writing and implementing efficient codes; determining operational practicality; developing quality assurance procedures; deploying software tools, processes, and metrics.

Experience in systems integration and implementation as well as preference for ability to understand and engage with technical and software teams (exposure and ability to work within modern development patterns such as agile, etc.).

Knowledge of international health interoperability patterns and architectures such as OpenHIE as well as standards, standards profiles and SDO’s such as IHE, HL7 (FHIR), ICD-11, LOINC, etc.

Experience with one or more of the following: data storage and management approaches (e.g. data warehouses, vs data marts vs data lakes) , geographic information systems design, data visualization, business use, and modeling as well as experience with health information systems currently in use in the global health and development landscape (e.g., EMR, LIS, HRIS, DHIS2).

Ability to work on multiple projects simultaneously and also have the flexibility of working both collaboratively and independently in a multidisciplinary project environment.

MUST demonstrate excellent understanding of the DHIS2 system in terms of installation and setup, version control and upgrade, configuration, and maintenance.

Interpersonal, problem solving, critical thinking, teamwork and collaboration adaptability and project management skills.

Experience working on USAID Projects or Programs is a key advantage.

Strong leadership skills to work independently and with limited direct supervision in managing day-to-day activities.
- Proficiency in English is required.
