JSI/WE is seeking a Subaward Manager for a five-year USAID funded Targeting the Learning Crisis Activity in Uganda, which aims to create sustained, measurable improvements in development outcomes in Basic Education through Targeted Instruction for foundational skills, a learner-centric pedagogy that reorganizes math and reading instruction based on children’s actual learning levels, rather than on the prescribed grade-level syllabus. The Activity seeks to implement cost-effective, sustainable, and impactful programming, centered around Targeted Instruction pedagogy for P3-P5, Targeted Instruction and other evidence-based approaches for P1-P2, and evidence-based early childhood education for pre-primary years, in order to significantly improve math and reading learning outcomes for Ugandan primary students.

RESPONSIBILITIES

The Subaward Manager is a full-time position and will be based in Kampala, Uganda. S/he will establish and manage the subaward system, policies and procedures for the project and ensure adherence to JSI and donor requirements. S/he will collaborate closely with other technical and finance staff to ensure quality technical and financial award programming. The Subaward Manager will supervise Subaward Officers in Kampala and Lira offices. S/he will report to the Director of Finance and Operations.

Key Result Areas
  • Mechanism to monitor subaward performance, service completion and quality is developed and successfully implemented.
  • Overall accountability for subaward funds is maintained;
  • Provides leadership within the Subaward team and is the main Subaward coordination liaison to the program’s Senior Leadership Team;
  • The day-to-day management of the project’s subaward program is ensured

SPECIFIC DUTIES AND RESPONSIBILITIES:
The Subaward Manager will be responsible for the day-to-day management of the project’s Subaward program. This management includes the following:
1. Acts as the main point of contact for partners.
2. Liaise closely with technical staff to ensure programmatic monitoring and achievements;
3. Liaise closely with Finance Manager to ensure smooth financial disbursements and processing;
4. Manages and oversees subrecipients activities.
5. For any contemplated new sub-partners:
Develops RFA/RFPs and coordinates the evaluation process.
Conducts pre-award and/or organizational assessments in coordination with other team members.
Sits on Evaluation Committees and checks references.
6. Ensures compliance with award terms and conditions and donor requirements.
7. Identifies and solves implementation challenges.
8. Works with technical team and M&E staff to monitor and evaluate partner performance.
9. Identifies capacity building needs of partners; develops resources and guidelines for partners as needed.
10. Provides and coordinates capacity development to partners.
11. Conducts site or activity visits to partners.
12. Sets-up and maintains a comprehensive subaward file management system.
13. Organizes partner-related meetings and conferences.
14. Coordinates direct procurement for partners, if any.
15. Coordinates and manages subaward close-out processes.
16. Any other additional responsibilities of a similar nature may be assigned from time to time such as grants management.

QUALIFICATIONS

1. Bachelor’s degree required, Master’s degree in Management, Accounting, Finance, Public Health,
International Development, or related field preferred.
2. Minimum seven (7) years’ experience in subaward management and/or programming.
3. Demonstrated interest in and experience in organizational or individual capacity building and/or training.
4. Experience with US Government-funded projects and assistance rules and regulations.
5. Demonstrated knowledge of awarding procedures, from subaward start-up, award management, to close out.
6. Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
7. Demonstrated attention to detail, ability to implement procedures, meet deadlines and work independently and cooperatively with team members.
8. Ability to take initiative and manage various activities in a team setting with minimal supervision.
9. Strong time management/task prioritization skills.
10. Excellent oral and written English communication skills.
11. Must be able to maintain confidentiality for all project and staff proprietary matters
