JSI Research & Training Institute, Inc. (JSI) seeks a Strategic Information (SI) Team Lead for the anticipated United States Agency for International Development (USAID)-funded Uganda Strategic Information (SI) Activity. The purpose of this project is to provide data and other evidence to support USAID/Uganda’s Office of Health and HIV (OHH) and the Orphans and Vulnerable Children (OVC) program with planning, monitoring, and reporting for improved program management. This project will provide support for the President’s Emergency Plan for AIDS Relief (PEPFAR)’s OHH and OVC components, as well as the non-PEPFAR health programs managed by OHH. This position is contingent upon funding. Should JSI be the successful bidder, this will be a full-time position based in Kampala, Uganda.

The SI Team Lead will report to the Deputy Chief of Party. They will provide high quality technical assistance to US-government supported implementing partners, USAID HIV/OVC Uganda country office, Uganda Ministry of Health, districts and US Government-supported Government to Government (G2G) programs in PEPFAR and non-PEPFAR program reporting. The Strategic Information Team Lead will be responsible for ensuring the quality of data used in PEPFAR and non-PEPFAR health program planning and reporting and for facilitating increased data use at US Government, Government of Uganda, district and facility levels. RESPONSIBILITIES

  • Oversee the production of high quality and timely data for PEPFAR, OVC, and Non-PEPFAR health program planning, monitoring, and reporting.
  • Supervise the extraction, mining, processing, and compilation of data from the HMIS, LMIS, the Uganda Electronic Medical Records system, the Uganda HIV-based Real-time Integrated Database, DATIM, the CWBMIS, and other data streams to comply with planning, monitoring, and reporting and requirements for PEPFAR, OVC, and non-PEPFAR health programs.
  • Ensure that PEPFAR, OVC, and Non-PEPFAR Health Program data are cleaned, appropriately disaggregated and analyzed to comply with monthly, quarterly, semiannual, and annual reporting requirements for PEPFAR and non-PEPFAR health programs.
  • Provide technical assistance and capacity strengthening support for USAID IPs (especially local partners) on core PEPFAR and OVC indicators and reporting systems to ensure that indicators, data sources, and reporting requirements are well understood.
  • Oversee verification of Government-to-Government Milestones (e.g., development of protocols, Performance Indicator Reference Sheets, etc.)
  • Coordinate the design, review and implementation of data quality improvement.
  • Lead data analyses for PEPFAR, OVC, and Non-PEPFAR health program planning, monitoring, and Reporting.
  • Ensure that analysis products and visualizations are produced in a timely manner for planning, monitoring, and reporting on USAID PEPFAR, OVC, and non-PEPFAR health programs and activities.
  • Oversee support OHH and OVC IPs in preparing data analysis and visualizations for quarterly IP-level deep-dive technical performance reviews.
  • Supervise the extraction of data from national surveys to support analytics for USAID-funded PEPFAR, OVC, and non-PEPFAR health programs.
  • Serve as responsible person for all SI team deliverables on reporting and tracking the timelines.
  • Contribute to/write quarterly and annual reports, and prepare written material to disseminate findings and achievements.
  • Supervise a team of staff who are part of the SI team.
  • Provide inputs to activity work-plan and monitoring, evaluation and learning plan.

QUALIFICATIONS

  • Minimum of 8 years experience in strategic information and monitoring, evaluation, and learning related field for international donor funded projects, preferably having experience with USG-funded projects; experience with USAID and PEPFAR reporting required.
  • Experience extracting, cleaning, processing, compiling, and analyzing data from GoU and USG data collection systems (e.g. HMIS, LMIS, HIBRID, DATIM, CWBMIS) for data analytic products, technical briefs, fact sheets, and visualizations for program design, reporting, and program management and oversight
  • Experience leading capacity strengthening activities for health strategic information-related areas such as applied research, epidemiology, statistics, biostatistics, health informatics, monitoring and evaluation, management information systems, information technology or data management.
  • Knowledge of and experience with key MNCH, FP/RH, nutrition, WASH, OVC, and/or HIV/AIDS indicators, PEPFAR and GoU and USG data collection systems (e.g. HMIS, LMIS, HIBRID, DATIM, CWBMIS).
  • Knowledge of data management processes, data quality assurance, and best practices in data dissemination and data use.
  • Experience using conducting analyses in web-based databases (e.g. DHIS2) and data visualization software (e.g. PowerBI, Tableau)
  • Expertise in qualitative and quantitative analysis and research methods.
  • Excellent interpersonal skills, demonstrated ability to work effectively as a member of a diverse team of professionals, and demonstrated consensus-building skills.
  • Demonstrated ability to supervise staff, including mentoring and capacity building, and strong communications and interpersonal skills.
  • Strong facilitation and/or training skills, with a strong commitment to participatory approaches, such as co-creation.
  • Strong analytical skills and experience with data analysis software (e.g., STATA, SPSS, R).
  • Excellent written and oral communication skills, with the ability to present complex information clearly and effectively.
