POSITION DESCRIPTION
JSI seeks a qualified Infection Prevention Specialist 2 for the USAID Cure Tuberculosis 2 (Cure TB 2) Activity in the Kyrgyz Republic. This is a five-year USAID-funded cooperative agreement to build on the existing strengths of the National TB Program to accomplish lasting change through proven approaches such as interrupting TB transmission in communities, scaling up of prevention interventions, increasing TB case finding and ensuring all people with TB successfully complete treatment to stop spreading the disease. These interventions will be underpinned by a strengthened, more resilient and sustainable health system to address the main social drivers of the TB epidemic in the Kyrgyz Republic. A multiplier effect of strengthening future public health pandemic preparedness and readiness will be achieved by strengthening the platforms and models for effective and equitable TB service delivery in the country.

The Infection Prevention Specialist will play a critical role in strengthening TB infection prevention and control (IPC) within health facilities and communities, working closely with healthcare managers and various stakeholders to implement innovative strategies. The specialist will design, introduce and oversee the execution of critical IPC interventions, such as Active Case Finding (ACF), Contact Investigation (CI), Tuberculosis Preventive Treatment (TPT), and the FAST approach. They will also develop tools, conduct trainings, and facilitate risk assessments to protect both healthcare workers and patients from TB transmission. This role requires a deep understanding of modern IPC methodologies and experience implementing TB-specific IPC practices. The Infection Prevention Specialist will work within the Clinical Group and report to the Technical Director.

RESPONSIBILITIES

  • Lead the development of a comprehensive operational guide for the project’s TB IPC activities, including TB ACF, CI, TPT, and infection control guidelines and protocols, ensuring alignment with national health strategies, international recommendations and global best practices;
  • Lead the introduction and scaling of the facility-based case finding approach in healthcare facilities (both public and private), based on results and findings of readiness assessments. Conduct relevant trainings and supportive supervision for health care workers and facility managers. Conduct monitoring and evaluation of implemented actions and results;
  • Lead the implementation of IPC requirements at healthcare facilities and lead capacity-building initiatives for health workers and facility managers on TB IPC practices. Support capacity building for regional coordinators on TB IPC requirements and standards;
  • Lead the development and implementation Infection Prevention and Control (IPC) M&E system at PHC facilities, general hospitals and TB facilities to ensure enhance protection against TB for HCWs.
  • Coordinate with healthcare managers, regional coordinators, and relevant stakeholders to implement TB IPC measures across different regions;
  • Provide technical assistance and capacity building to civil society organizations to apply TB IPC tools and practices tailored to key populations and high-risk groups;
  • Lead the Project activities on strengthening capacity of DDPSES, TB facilities and PHC facilities on TB IPC M&E, data analysis, data reporting.
  • Collaborate on operational research projects to assess and evaluate the effectiveness and impact of the project’s TB IPC interventions, contributing to evidence-based adjustments and policy recommendations;
  • Assist with documentation and communication of project progress, success stories, technical briefs, etc. in TB IPC practices. Contribute to quarterly and annual reports;
  • Ensure IPC tools, guidelines, and protocols are up-to-date and aligned with modern IPC regulations and best practices;
  • Develop and maintain a dashboard showcasing key IPC indicators and improvements across project-supported facilities and communities;
  • Perform any other tasks as assigned by the Technical Director or Chief of Party.

QUALIFICATIONS

  • Medical degree or relevant post-graduate qualification in public health or infection control (preferred);
  • At least 5 years of experience in TB settings, with a focus on TB infection prevention and control activities;
  • Strong expertise in TB IPC practices, including familiarity with modern IPC methodologies (e.g., ACF, CI, TPT, FAST) and demonstrated ability to introduce innovative solutions;
  • Proven experience in developing and implementing IPC guidelines, protocols, and tools;
  • Proficiency in risk assessments, monitoring, and data analysis for TB IPC interventions;
  • Familiarity with USAID/US government programs, regulations, and reporting requirements; previous experience working on USAID/US government-funded projects is highly desirable;
  • Ability to work effectively with diverse stakeholders, including health facility managers, health workers, local government officials, and civil society organizations to implement IPC initiatives;
  • Demonstrated ability to work in dynamic environments, manage multiple priorities, and lead initiatives in challenging settings;
  • Fluency in Russian and Kyrgyz is required; strong written and verbal communication skills in English considered an advantage.
