POSITION DESCRIPTION
JSI seeks a qualified Infection Prevention Specialist 1 for the USAID Cure Tuberculosis 2 (Cure TB 2) Project in the Kyrgyz Republic. This is a five-year USAID-funded cooperative agreement to build on the existing strengths of the National TB Program to accomplish lasting change through proven approaches such as interrupting TB transmission in communities, scaling up of prevention interventions, increasing TB case finding and ensuring all people with TB successfully complete treatment to stop spreading the disease. These interventions will be underpinned by a strengthened, more resilient and sustainable health system to address the main social drivers of the TB epidemic in the Kyrgyz Republic. A multiplier effect of strengthening future public health pandemic preparedness and readiness will be achieved by strengthening the platforms and models for effective and equitable TB service delivery in the country.

The Infection Prevention Specialist will play a critical role in strengthening TB infection prevention and control (IPC) within health facilities and communities, working closely with healthcare managers and various stakeholders to implement innovative strategies. The specialist will design, introduce and oversee the execution of critical IPC interventions, such as Active Case Finding (ACF), Contact Investigation (CI), Tuberculosis Preventive Treatment (TPT), and the FAST approach. They will also develop tools, conduct trainings, and facilitate risk assessments to protect both healthcare workers and patients from TB transmission. This role requires a deep understanding of modern IPC methodologies and experience implementing TB-specific IPC practices. The Infection Prevention Specialist will work within the Clinical Group and report to the Technical Director.

RESPONSIBILITIES

  • Lead the development of a comprehensive operational guide for the project’s TB IPC activities, including TB ACF, CI, TPT, and infection control (IC) guidelines and protocols, ensuring alignment with national health strategies, international recommendations and global best practices;
  • Lead the project’s strategy and activities related to strengthening TB CI system, including revision and development of TB CI regulations, operational guidelines and protocols enabling increased TB Contact Investigation (TB CI) Coverage in the country.
  • Lead the development and implementation of relevant operational tools on TB CI system for health care workers, project sub-grantees, coordination of project activities related to ensure proper implementation of TB CI processes at facility settings.
  • Lead the development and implementation of relevant training materials on implementation of TB CI system for health care workers and community workers.
  • Lead the development of TB CI recording and reporting (R&R) forms to establish a cascaded monitoring and evaluation (M&E) framework for TB CI, and their use during implementation, including the development of TB CI information system/module.
  • Provide technical assistance and capacity building to civil society organizations to apply TB CI tools and practices tailored to TB contacts, family members enabling adherence to TPT;
  • Facilitate the development of TB preventive treatment (TPT) operational guidelines and tools in connection with TB CI policy documents and operational guidelines, including on TB CI monitoring and evaluation system.
  • Lead the implementation of relevant operational tools on TPT for health care workers, project sub-grantees. Facilitate operational processes within implementation of developed TPT operational guidelines and tools.
  • Conduct regular monitoring and evaluation of TB CI and TPT implementation, provide data-driven recommendations for further scaling up of TB CI and TPT;
  • Collaborate on operational research projects to assess and evaluate the effectiveness and impact of the project’s TB CI and TPT implementation, contributing to evidence-based adjustments and policy recommendations;
  • Assist with documentation and communication of project progress, success stories, technical briefs on TB CI and TPT implementation. Contribute to quarterly and annual reports;
  • Perform any other tasks as assigned by the Technical Director or Chief of Party.

QUALIFICATIONS

  • Medical degree or relevant post-graduate qualification in public health or infection control (preferred);
  • At least 5 years of experience in TB settings, with a focus on TB infection prevention and control activities;
  • Strong expertise in TB prevention, particularly in TB CI and TPT field, demonstrated ability to introduce innovative solutions;
  • Proven experience in developing and implementing TB IPC guidelines, protocols, and tools;
  • Proficiency in risk assessments, monitoring, and data analysis for TB IPC interventions;
  • Familiarity with USAID/US government programs, regulations, and reporting requirements; previous experience working on USAID/US government-funded projects is highly desirable;
  • Ability to work effectively with diverse stakeholders, including health facility managers, health workers, local government officials, and civil society organizations to implement IPC initiatives;
  • Demonstrated ability to work in dynamic environments, manage multiple priorities, and lead initiatives in challenging settings;
  • Fluency in Russian and Kyrgyz is required; strong written and verbal communication skills in English considered an advantage.
