POSITION DESCRIPTION
JSI seeks a qualified TB Clinical Specialist for the USAID Cure Tuberculosis 2 (Cure TB 2) Activity in the Kyrgyz Republic. This is a five-year USAID-funded cooperative agreement to build on the existing strengths of the National TB Program to accomplish lasting change through proven approaches such as interrupting TB transmission in communities, scaling up of prevention interventions, increasing TB case finding and ensuring all people with TB successfully complete treatment to stop spreading the disease. These interventions will be underpinned by a strengthened, more resilient and sustainable health system to address the main social drivers of the TB epidemic in the Kyrgyz Republic. A multiplier effect of strengthening future public health pandemic preparedness and readiness will be achieved by strengthening the platforms and models for effective and equitable TB service delivery in the country.

The TB Clinical Specialist will play a crucial role in advancing best practices, identifying challenges, and consolidating lessons learned in TB prevention and care. This role involves providing technical expertise, guidance, and leadership in implementing and analyzing clinical and programmatic interventions to combat TB, while ensuring the sustainability of programmatic gains in Kyrgyzstan. The TB Clinical Specialist will support the capacity-building efforts for healthcare professionals and contribute to enhancing the overall quality of TB services in the country through digital technologies and data driven decisions. The TB Clinical Specialist will work within the Clinical Group and report directly to the Technical Lead.

RESPONSIBILITIES

  • Coordinate the development, updating, and operationalization of TB clinical protocols, guidelines, standard operating procedures (SOPs), and training materials, and other deliverables, ensuring adherence to evidence-based practices.
  • Coordinate the revision and update of the TB case management (TB CM) approach and tools, and other TB care practices ensuring quality, patient-centered care for TB and DR-TB cases and promoting successful TB treatment completion.
  • Coordinate supportive monitoring to PHC facilities and oblast TB centers to ensure effective implementation of the TB CM approach, and other TB care practices increasing treatment success rates and reducing lost-to-follow-up cases.
  • Coordinate the implementation of the Cohort analysis approach to ensure its sustainable and effective use in the clinical management of TB cases. Facilitate the transition from paper-based data to electronic formats.
  • Coordinate the development and adaptation of TB clinical management tools for civil society organizations aimed at providing psychosocial support to TB patients, bridging clinical and community-based care.
  • Serve as liaison between the Clinical and Data Analysis and Surveillance Group to coordinate the development of TB data collection and analysis tools, including electronic forms, to improve surveillance, monitoring, and reporting.
  • Assist in designing and implementing targeted operational research to evaluate TB program outcomes, using findings to improve practices and inform policy.
  • Regularly monitor TB program activities, providing detailed reports and evaluations to the Technical Lead to track progress and support informed decision-making.
  • Support training initiatives for health care workers and civil society organizations on TB case management and other TB care practices.
  • Perform other duties as assigned by the Technical Director or Chief of Party to support overall project goals.

QUALIFICATIONS

  • A Bachelor’s degree in medical sciences or a related field is required; Master’s degree in Public Health, Infectious Diseases, or a relevant field is preferred;
  • At least 3-5 years of experience in TB control programs, including TB/DR-TB management and TB/HIV co-infection management. Experience in both clinical and programmatic aspects is preferred;
  • Advanced knowledge of TB and DR-TB case management, including an in-depth understanding of national TB control guidelines and protocols, international standards, and best practices;
  • Strong skills and experience in institutional capacity building, systems strengthening, and program management, particularly in TB service delivery;
  • Proven ability to provide training, mentorship, and supervision to healthcare providers in TB prevention and care;
  • Excellent analytical skills, with the ability to assess program effectiveness, recommend improvements, and convey complex clinical information effectively;
  • Good competence in using electronic health information systems, data analysis tools, and other technologies for program management;
  • Excellent verbal and written communication skills;
  • Ability to work across geographically dispersed sites and manage competing priorities, and adapt to changing project needs in a dynamic environment;
  • Familiarity with USAID/US government programs, regulations, and reporting requirements. Experience working with US-funded programs is an advantage;
  • Fluent in Russian and Kyrgyz; proficiency in English is an added advantage.
