Description
JSI is seeking a skilled Senior Digital Health Advisor (DHA) to provide technical assistance to Madagascar’s Ministry of Public Health (MSANP) through the Arakisa project. The DHA will lead the development and implementation of Arakisa's digital health and health information system (HIS) objectives. The DHA will work closely with the MSANP, USAID, implementing partners, and other key stakeholders to enhance HIS, promote data use, and ensure interoperability among digital platforms. This position plays a key role in aligning digital health solutions with national policies and global best practices.
The DHA will be responsible for expanding and building on existing digital platforms, identifying and implementing solutions to advance Arakisa’s objectives. This role will also oversee activities to introduce, digitize, integrate, and scale up priority health information and data collection systems, with a focus on the private sector. As a technical management role, the DHA will report to the Chief of Party (COP).
RESPONSIBILITIES
- Support the COP in managing the digital health portfolio, project deliverables, ensuring proper design and milestones are regularly met;

Serve as a thought partner in the architectural design, infrastructure and technology selection- ensuring all activities are in-line with MSANP’s Digital Health Strategy, MSANP’s 2023-2027 Strategic Plan to Strengthen the Health Information System, and USAID’s digital strategy and vision and following the best practices of USAID principles for digital development;

Provide strategic guidance on integrating digital health into existing health systems to enhance data-driven decision-making;

Advise on the interoperability of HIS platforms with the national interoperability platform (X-Road);

Stay informed on emerging trends, global standards, and best practices in digital health and adapt them to the project context;

Support technical working groups (TWGs) and the HIS sub-committee to monitor progress toward strategic health goals;

Lead the development of training materials and facilitate capacity-building workshops on digital health, data use, and HIS management;

Collaborate with local universities and other institutions to integrate digital health into academic curricula;

Support the COP in efforts to create strong collaboration and develop close relationships with private providers, associations, and the commercial sector;

Develop and submit periodic progress reports by respective project area, proposals, requirements documentation and presentations to various audiences, including project team, partners, and other key stakeholders;

Participate and contribute to the write up of quarterly reports, annual work plan and other reports as well as participate in various internal and external meeting;

Support efforts to promote Collaborative, Learning, and Adaptation (CLA) activities;

Monitor, alongside the MEL Director, the performance of digital health solutions and provide regular reports to the COP and USAID;

Contribute to the development of case studies, and success stories that highlight project impact;

Actively participate in the Strategic Information team led by the COP;

Responsible for implementing JSI's Accountability Framework and Code of Conduct, and adhering to JSI's policies on fraud management; and
- Any other responsibilities, as assigned by the COP.
QUALIFICATIONS
- Degree in computer science, management information systems, health informatics, public health or a related social science field. Master’s degree desired;

Very good knowledge of the overall digital health global standards such as Digital Public Infrastructure, Global Goods;

Good knowledge of digital health practices such as enterprise architecture, human centered-design (HCD) approach desired;

Familiarity with the USAID Digital Health policy, the USAID Digital Health position paper, and the WHO Digital Implementation Investment Guide (DIIG) is preferred;

Robust experience addressing digital health governance agendas desired;

At a minimum, the DHA should have 2 years of experience supporting the full software development of digital solutions for mid- to large- sized projects;

Knowledge and familiarity with existing digital data collection tools including: DHIS2, Commcare;

Knowledge and familiarity Electronic Medical Record (EMR) System;

Previous experience with USAID and other similar donor organizations, specifically in Madagascar, is preferred;

Previous experience working with private sector stakeholders in Madagascar, is preferred;

Demonstrated ability to work effectively as part of a team and strong interpersonal skills are essential;

Strong organizational skills with the ability to manage multiple priorities effectively;

Excellent oral and written communication and presentation skills in French and English required; and in Malagasy preferred; and
- Ability to travel within Madagascar required.
