JSI/WE is seeking a Human Resources Manager for a five-year USAID funded Targeting the Learning Crisis Activity in Uganda, which aims to create sustained, measurable improvements in development outcomes in Basic Education through Targeted Instruction for foundational skills, a learner-centric pedagogy that reorganizes math and reading instruction based on children’s actual learning levels, rather than on the prescribed grade-level syllabus. The Activity seeks to implement cost-effective, sustainable, and impactful programming, centered around Targeted Instruction pedagogy for P3-P5, Targeted Instruction and other evidence-based approaches for P1-P2, and evidence-based early childhood education for pre-primary years, in order to significantly improve math and reading learning outcomes for Ugandan primary students.

RESPONSIBILITIES

The Human Resources Manager is a full-time position and will be based in Kampala, Uganda. This post is responsible for human resource functions in accordance with the project’s objectives. S/he is responsible for all aspects of the employee life cycle, including recruitment, onboarding and orientation, benefits and welfare administration, employee relations, policies and procedures, performance management, training and development, status changes, retention and termination.
This position reports to the Director of Finance & Operations.

Key Result Areas
Human resources policies and procedures are implemented properly and updated consistently.
The COP and management team receive appropriate assistance to ensure the smooth operations of the HR functions in the JSI/WE - TLC Activity in Uganda.
Any HR-related matters and expenses (such as payroll, consultant payments, employee terminations, insurance contract payment terms, etc.) are coordinated regularly with the Finance Department.
Personnel files and all HR record keeping / documentation are audit-ready at all times.

SPECIFIC DUTIES AND RESPONSIBILITIES:
1. Manage recruitment process such as advert placement, shortlist development, conducting interviews and reference checks; filing all interview records; coordination of the workstation and required equipment to start work; induction to the HR processes at JSI/WE and preparing new employee entry materials; conducting salary analysis and salaries negotiation;
2. Manage contracting system for all employees, which includes but is not limited to, issuing of notification letter, issuing of contracts, renewing of contracts;
3. Maintain JSI/WE’s Local Hire Employee Manual (LHEM) in line with the Labor Laws of Uganda and JSI/WE requirements and inform employees with any changes and/or update to policies;
4. Assist the senior management team in ensuring HR policies/procedures are being implemented properly and consistently in the office, and assist in implementation of all HR related policies and procedures, when needed;
5. Manage the social security, pension and medical scheme processes in line with LHEM and the Labor Laws of Uganda;
6. Manage all personnel files and ensure a high level of confidentiality in all issues related to staff;
7. Supervise the electronic staff timesheet system in leave day tracking, payroll processing and other related activities and ensure timely recording and approval of timesheets;
8. Ensure that payroll process is validated and conducted thoroughly and on time on a monthly basis, and explore alternative options to outsource the payroll process;
9. Coordinate employees’ performance management, assessment and improvement initiatives;
10. Track status of and ensure completion of routine performance reviews;
11. Assist the COP and Director of Finance & Operations in identifying staff training needs and determine ways to meet those training needs;
12. Coordinate disciplinary issues and serve on the grievances committee to provide support to ensure a just resolution;
13. Manage consultants and consultant files. Maintain a tool for tracking expiry dates for all Consultants and Fixed Term Employees and coordinate the timely renewal of these with respective Technical/Operations staff;
14. Oversee development of the Country Office Safety & Security Manual (SSM) and ensure staff are trained in its use;
15. Liaise between the project and the legal firm for all legal advice needs;
Any other duties assigned by the COP.

QUALIFICATIONS

  • Degree in Human Resources Management, Business/Public Administration or related field;
  • At least 7 years’ employment experience in Human Resources management, preferably with a USAID project and/or an International NGO;
  • Demonstrated experience in supervision of support staff;
  • Strong knowledge of local labor laws, employment and policy interpretation, benefit administration;
  • Strong leadership capabilities including organizational and problem-solving skills;
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding Human Resource Management;
  • Good interpersonal skills to form effective working relationships with people at all levels;
  • Ability to deal appropriately with sensitive issues and maintain a high level of confidentiality at all times;
  • Demonstrated attention to detail, ability to implement procedures, meet deadlines and work independently and cooperatively with team members;
  • Ability to work independently, take initiative and manage various activities in a team setting with minimal supervision;
  • Familiarity with USAID rules and regulations;
  • Fluency in English, written and oral communications skills;
  • Extensive knowledge of Microsoft Excel, Microsoft Word, PowerPoint and Access;
