POSITION DESCRIPTION
JSI seeks a qualified Data Analyst for the USAID Cure Tuberculosis 2 (Cure TB 2) Activity in the Kyrgyz Republic. This is a five-year USAID-funded cooperative agreement to build on the existing strengths of the National TB Program to accomplish lasting change through proven approaches such as interrupting TB transmission in communities, scaling up of prevention interventions, increasing TB case finding and ensuring all people with TB successfully complete treatment to stop spreading the disease. These interventions will be underpinned by a strengthened, more resilient and sustainable health system to address the main social drivers of the TB epidemic in the Kyrgyz Republic. A multiplier effect of strengthening future public health pandemic preparedness and readiness will be achieved by strengthening the platforms and models for effective and equitable TB service delivery in the country.

The Senior Data Analyst will lead the strategic efforts to improve the USAID Cure TB 2 Project’s data collection, processing, and analysis activities, with the goal of enhancing data-driven decision-making and strengthening health systems. The Senior Data Analyst will be responsible for overseeing key data initiatives, developing advanced tools for monitoring and reporting, and building the technical capacity of project teams and National TB Program staff. This role requires a deep understanding of health data systems and the ability to translate complex data into actionable insights for improving TB prevention, diagnosis, and care. The Senior Data Analyst will be instrumental in comprehensive analyses of project and national indicators and epidemiological data, working closely with technical, program management, and monitoring teams. The Senior Data Analyst will report directly to the Strategic Information (SI) Director.

RESPONSIBILITIES

  • Support the team’s routine collection, entry, systematization and analysis of project data and indicator tracking (using project activity data, epidemiological data, etc.) and present results in both descriptive/narrative and graphical form;
  • Support the project's data processing tools (dashboards, databases, etc.) development, update and maintenance;
  • Lead the development, maintenance, and updating of data processing tools, including dashboards and databases, to facilitate real-time monitoring and reporting;
  • Enhance routine data extraction processes from national and project databases, improving the efficiency and visualization of national TB statistics and project-specific performance indicators;
  • Support regular analysis of project indicators, tracking the project’s progress towards established goals and identifying any areas requiring corrective actions;
  • Strengthen the analytical and visualization skills of technical staff by providing training on data analysis, visualization techniques, and M&E tools to improve the project’s data-driven decision-making capacity;
  • Contribute to the development of training modules and presentations to enhance National TB Program M&E teams' proficiency with data analysis, visualization, and monitoring tools;
  • Support project’s training activities, including development of training materials and presentations for M&E tools introduction and knowledge sharing for national M&E teams;
  • Respond to requests for data from the TB Medical Information Systems (TB MIS) and assist in efforts to ensure data quality and accuracy;
  • Collaborate on enhancing data collection methodologies for TB-related data;
  • Work closely with the Communications Manager and SI Director to ensure that data-driven insights are effectively packaged and disseminated to target audiences, contributing to project awareness and advocacy efforts;
  • Provide technical support for baseline studies, follow-up surveys, and other assessment activities, including data processing and analysis for research and evaluation components of the project;
  • Participate in strategic and SI planning processes, ensuring data analytics are aligned with overall project objectives;
  • Carry out any additional tasks as assigned by the SI Director or Chief of Party to support the project’s overall goals.

QUALIFICATIONS

  • Degree in data analytics, biostatistics, statistics, social sciences, or a related field;
  • 3-5 years of experience in data analysis, preferably within health or TB programs;
  • Experience with data analysis, monitoring and evaluation in global health or development programs is highly desirable;
  • Proficiency in statistical software, data visualization platforms (e.g., Power BI, SQL, Tableau), geo informational systems (e.g., QGIS), and advanced Excel techniques (e.g., pivot tables, macros, power query);
  • Proven experience with database management systems, graphical software, containerization stack (e.g., Docker);
  • Knowledge of Python and other programming languages is an advantage;
  • Demonstrated ability to analyze large datasets, track performance indicators, and translate data into actionable insights;
  • Strong attention to detail with the ability to manage multiple priorities independently, while maintaining accuracy and efficiency in data processes;
  • Proven ability to work harmoniously with multidisciplinary teams, ensuring effective collaboration with technical staff, project management, and external partners;
  • Fluency in Russian and English is required; knowledge of Kyrgyz is an asset.
