Description

JSI Research and Training Institute, Inc. (JSI), a Boston-based public health management firm dedicated to providing high quality technical and managerial assistance to public health programs throughout the United States and the world, is currently recruiting for a Chief of Party for the anticipated USAID-funded Global Health Security Activity in Pakistan. The goal of the Activity is to build Pakistan’s capacities to prevent, detect, and rapidly respond to new and emerging infectious diseases. The Activity will strengthen Pakistan’s existing One Health systems, entities, and structures, all towards building a resilient, sustainable response to emerging infectious disease threats. In line with USAID’s vision for Health System Strengthening 2030, the Activity will work on strengthening existing health systems that uphold equity, optimize resources and efficiency, and ensure quality.

The Director of Finance & Operations (DFO) will oversee Activity finance, operational, and administrative duties, including human resource management, information and communication technology, grants management, and procurement. They will ensure the financial systems and internal controls are in place and comply with the standard USG and JSI/HQ policy and procedures. They will provide management support in the implementation of program activities. They will work closely with and under the direct supervision of the Chief of Party (COP).

RESPONSIBILITIES

Financial Management
  • Provide financial management and administration oversight of the cooperative agreement and of the implementation of program activities.
  • Review monthly financial reports and ensure timely submission to JSI HQ.
  • Update and monitor annual budget, review variations, and share with COP and JSI HQ.
  • Ensure the complete documentation and accountability of all financial transactions.
  • Coordinate with the COP to ensure that strategic and periodic budgets and forecasts are prepared and submitted in a timely fashion.
  • Oversee granting and financial support to local partners, including the GOP.
  • Work with Activity and partner staff to ensure a robust budgeting and financial management and tracking system that adequately accounts for Activity funds.
  • Ensure accurate and timely financial information is presented to USAID, management, and Activity staff for decision-making.
  • Ensure the management and compliance of the cooperative agreement is in line with financial requirements for USAID, JSI, and the laws of the GOP.
  • Provide training and/or guidance to staff on financial controls and operational systems.
  • Ensure cost savings/cost effectiveness and reasonableness in all allocated expenses for the Activity.
  • Develop and review monthly, quarterly, and annual financial statements/reports for USAID and HQ.
  • Ensure compliance with local statutes, including, taxation and annual audits, country registration, etc.

Activity Operations
  • Oversee development, implementation of, and compliance with the Activity Operations, and Local Hire Employee manuals. Oversee development and execution of the Activity Field Office Safety and Security Manual.
  • Recruit, train, and supervise qualified finance and operations staff.
  • Oversee development and implementation of human resources protocols and procedures, including but not limited to timesheets and payroll, benefits and leave, grievance resolution, confidential personnel management systems, training and staff development, and recruitment, onboarding, orientation, performance reviews and terminations.
  • Develop and oversee a consultant management system.
  • Oversee procurement and inventory management.
  • Ensure all procurement processes and documentation are in compliance with donor and JSI regulations.
  • Oversee proper inventory acquisition, management, and disposition.
  • Oversee the operation and maintenance of the Activity’s fleet of vehicles.
  • Liaison with USAID and GOP Departments.

Partner and Grantee Management
  • Ensure all local partner advances and expenses are accounted for and reconciled in a timely manner.
  • Provide training, mentorship, and capacity building to local partner finance, operations and management staff on finance, operations, administration, and donor regulations.
  • Conduct desk reviews, pre-award assessments, and periodic capacity reviews with local partners and grantees.
  • Review and negotiate local partner budgets to ensure best cost proposition to the Activity and USG.
  • Develop and ensure usage of Grants Manual for usage with any local grant –including appropriate RFA, grantee assessment and review, grant award and implementation.

QUALIFICATIONS

  • Minimum Master's degree in business administration, finance, accounting, or other relevant field, or a Bachelor’s or certified accounting degree with ten years or more of experience.
  • Minimum 15 years of work experience at a senior level finance and operations position with an international organization working with USAID on large scale, complex projects of more than $25M.
  • Advanced knowledge and experience with accounting software QuickBooks.
  • Demonstrated knowledge, skills, and experience in accounting, financial planning and management, and procurement, among other management support areas/functions, as required.
  • Experience in developing and managing a donor funded grants program.
  • Demonstrated supervisory experience.
  • Excellent interpersonal and communication skills.
  • Ability to travel in the field.
  • Fluency in English and Urdu with strong oral and written communication.
