Reports to: Deputy Director, Learning, Knowledge Management and Strategic Communications (MIHR), and MERL Director (JSI) for administrative/organizational purposes.

Position Description

MOMENTUM Integrated Health Resilience (MIHR) provides support to fragile countries in the areas of maternal, neonatal, and child health (MNCH), and family planning and reproductive health (FP/RH). The Learning Agenda Advisor will create actionable steps to execute on the MIHR Learning Agenda. S/he will stay updated on the global FP/RMNCH/Nut, health systems, universal health coverage, SDG Goal 3 and health resilience discourse and research and learning agenda and inform MIHR leadership and teams to stay aligned with the global agenda. S/he will review and analyze MIHR project description, theory of change, result framework, resilience frameworks, workplans (Field Support and Core), and program data to respond to learning themes and questions to ensure alignment with and development of legacy statement.
The Learning Agenda Advisor will coordinate within the project and with other MOMENTUM awards (especially with MOMENTUM Knowledge Accelerator), Consortium partners, and peer projects and organizations to learn from and inform MIHR learning agenda. In collaboration with technical teams and relevant MERL team members, s/he will collaborate and coordinate with Core and, as relevant, Field Support learning activities to develop high quality analysis plans and support analysis to contribute toward learning products. S/he will also work closely with relevant MERL, technical, and country teams to develop learning products and support related analysis plan for PMP data. The Learning Agenda Advisor will identify strategic opportunities, including events, for dissemination of project learning (both informally and formally).

RESPONSIBILITIES

Operationalizing and calibrating the Learning Agenda:
  • Develop and execute a workplan to address all themes and questions within the learning agenda.
  • Convene, lead, and facilitate meetings to ensure sound research and documentation questions and methodologies.
  • Update mapping, develop analysis plan and outputs.
  • Work with internal team and points-of-contact to, where necessary, sharpen learning agenda over time (refine questions, identify new questions, drop questions, etc.).


Progress monitoring, documentation, and reporting:
  • Prepare workplan and timeline for monitoring of progress of the Learning Agenda.
  • Prepare standard template for Learning Agenda reporting in quarterly and annual reports and lead reporting as per standard timeline.
  • Prepare reports, analytics, and presentations for internal reviews.
  • Document interim project and process learning for sharing with USAID and other key stakeholders.
  • Develop synthesis products addressing overarching learning questions/themes.


Coordination and collaboration:
  • Develop mechanisms, for coordination with Research and Analytic function to facilitate production of analytics relevant to learning products.
  • Coordinate with Knowledge Management and Strategic Communications teams to ensure high-quality learning products and strong dissemination plans.


Country support:
  • Work with country teams to facilitate improving the learning agenda, posing questions that are aligned with MIHR legacy, high quality analysis, reporting, and learning products.
  • Provide support to the MIHR country teams to contribute to overall and country-specific learning agendas.

QUALIFICATIONS

Education:
  • Master’s Degree in public health, demography, sociology, epidemiology, biostatistics, or a related field


Experience:

  • 5+ years experience in Research, Evaluation and Monitoring related to large scale FP/RH/MNCH/Nutrition programs in developing country settings.
  • Experience in humanitarian and fragile settings will be a plus.
  • Experience with project management and executing a workplan involving many diverse stakeholders.
  • Experience in developing, implementing, and disseminating a learning agenda that includes conceptualization of learning activities, products, and multichannel strategic dissemination for optimum impact.
  • Demonstrated experience and familiarity with a range of qualitative and quantitative monitoring and research methodologies, such as, use of secondary data, behavioral surveillance surveys, etc.
  • Experience and understanding of process documentation, policy briefs, analytic technical briefs and preparing and publishing manuscripts in peer reviewed journals.


Knowledge/skills:

  • Exceptional ability to analyze and combine multiple sources of data to identify trends, patterns, gaps and summarize lessons learned.
  • Familiarity with USAID projects/ reporting requirements
  • Proven ability to work as an effective team member
  • Excellent oral and written communication skills in English and, preferably, in French.
