JSI is seeking an experienced Senior Contracts and Finance Manager to join our energetic and collaborative Health Services Division (HSD). This position will support grants management by ensuring compliance with financial and operational processes.

JSI projects span a wide variety of topics including environmental health and justice, primary care/practice transformation, strategies to advance health and racial equity including addressing social determinants of health, multisector approaches to advancing population health, applied research to build the evidence-base for emerging areas in public health and Tribal health, among others.

About the role:
We are hiring a full-time Senior Contracts and Finance Manager to join our US based team who can focus on all activities related to the successful, effective and efficient management of financial resources, operational systems, and award compliance for a recently awarded grantmaking award focused on environmental justice. This position is responsible for financial and operations management of the assigned projects and ensuring that the systems, policies, and procedures are in line with JSI standards and in compliance with donor funding requirements. This specific position will work closely with the Grantmaking Director to support grantees from community-based organizations in the Mountains and Plains region to ensure successful project implementation and provide grants management and support. This position will also help to ensure grant administration aspects are performed to the highest quality and efficiency standards as compliant with JSI and grant policies. This position may also support other initiatives related to the Health Services Division, specifically in capacity building of division staff and contributing to new business development.

This position is a full-time, hybrid based out of Denver, CO (preferred) OR Remote (negotiable), and will report to the Director, Finance and Operations, HSD. This position will have a functional relationship to the Project Director, Senior Consultant (Grantmaking Director), and other Senior Leadership team members.

RESPONSIBILITIES

The Senior Contracts and Finance Manager will:

  • Provide direct support and leadership to project staff on financial, operational, and compliance function;
  • Supervise, mentor, and train core finance and operations staff (~2 individuals) responsible for the project;
  • Support the design, rollout, and maintenance of financial and operational project systems related to contracts and compliance, including budget and level of effort tracking, financial reporting, and invoice approval;
  • Develop, modify, and maintain project procurement and contractual processes in line with JSI policies and procedures through the entirety of the project lifecycle;
  • Ensure financial integrity of grantee invoicing processing and work closely with the Grantmaking Director and grants management team;
  • Ensure project expenditures are being tracked appropriately against award terms and conditions;
  • Prepare, negotiate, manage and ensure compliance of all vendor contracts, subcontracts and consulting agreements. Ensure timely submission, review and approval of purchase orders, expenses reports, payments to vendors, consultants, and subcontractors;
  • Serve as a general resource to project staff on contractual challenges to provide guidance and recommendations as related to the project activity;
  • Liaise with Human Resources on issues related to project administration and personnel management for U.S. hires, ensuring that all relevant JSI HR policies and requirements are met


Health Service Division Support (as applicable):
  • Support Division review of proposal budgets;
  • As requested, support other projects with finance and operations related questions;
  • Work with corporate departments with issues related to office administration, IT, compliance and fraud management, accounting, human resources, and ensure coordination with other projects to ensure consistent standards and shared understanding and application of systems

QUALIFICATIONS

  • Bachelor's degree in a related field required, Masters' degree preferred.


Required Experience:
  • Minimum of eight (8) years’ experience providing finance and operations management support;
  • Strong knowledge of donor rules and regulations (e.g., U.S. federal and state government agencies and foundations
  • Other Knowledge, Skills, and Abilities
  • Demonstrated leadership skills, project management, and ability to manage client relationships;
  • Excellent financial management and budgeting skills;
  • Experience with grants management and administration preferred;
  • Ability to work independently, take initiative and problem solve;
  • Ability to multitask and manage competing priorities;
  • Team player skilled at building consensus, clarifying expectations and facilitating decision-making across a diverse group of stakeholders;
  • Strong organizational skills, meticulous attention to detail;
  • Advanced proficiency with Microsoft Excel
